Итак, мой вариант письма во все инстанции
August, 03, 2009 i have found post on ___ . Price seems attactive to me, so i have contact the seller by icq.
Then i got information, that this seller just is subreseller. I got login and password from manage panel http://ok.dnsmanage.eu/. My login there was ___.
Firstly i have buy 6 domains (the data shown below) and payed for it through Webmoney from purse number ___ to purse number ___ prooving of payment is printscreen as image 1.jpg.
Data on domains (downloaded it time, when i have access to manage panel):

Later i have buy sites to pro,ote and using it in advertising purposes. Transfer domains on this registar cost 5$ per 1 domain/year.
Domains was transfered on this registar (PSI-USA Inc. - InternetX GmbH), as a result of transfer they were continued on 1 year.

The payment for transfer was through Webmoney from purse number ___ to purse number ___.
If prooving is needed, i can also provide prinscreen of this process.
As you can see the process of transfer long from August, 26 till September, 3.
September, 17 access to manage panel was blocked. It written - login or pass incorrect. Reseller (representative SIA CREDIT) announced, that they have technical work on manage panel.
Till now i havent access to manage my domains.
October,6 i got the letter:

The provider / ISP (SIA CREDIT, Dmitrijs Fjodorovs, Riga) who had the domains registered with us, failed to settle any payments. As a goodwill we had offered an extended deadline, which he again failed to meet.
In order to settle the question where your domain(s) will be administered hereafter / in future, we would like to request you to get in touch with us immediately. Since the annual fee is currently not being paid by your contractual partner / our reseller, the domains need to be paid by you. Otherwise -according to ICANN rules- the domains will be deleted.
Please keep in mind that as the owner of the domain(s) you have agreed to the Terms and Conditions of that particular registry - hence you need to fulfill your duty with due diligence. Additionally we’d like to inform you that a domain can be disconnected resulting in the non-availability of the domain.

In this case registar propose me to pay the domains twicely.
So i have questions:
1) Why you as a register had allowed you reseller to register huge
quantity of domains (approx. 50000) without payment?
2) Did you have contract or agreement with reseller (SIA CREDIT)?
3) Is it any fraud scheme maden by reseller and registar or some
registar workers to lie his clients and get double payment for
domains?
4) Does this sutiation mean, that i can register any firm, become
reseller PSI-USA Inc., then register in period 3-4 months 50000
domains for free?
5) Why PSI-USA Inc. request payments from reseller firstly, then from
his customers only through 4 or even more months?
6) In previous letter from InternetX (PSI-USA Inc.) wrote, that
reseller didnt pay annual fee, why company request this fee only
through 4 or more months?
7) Why company InternetX GmbH (PSI-USA Inc.) propose to pay clients of
reseller, but not to reseller, who seems to be trusted?
8) Which terms of registar did PSI-USA Inc. mean?, if url on public
offer from reseller panel never show it (it even simply didnt load).
9) Terms of registar was accept by reseller, so why clients should pay twice?
10) Почему домены, которые и так имели регистрацию до 2010 года на
другом регистраторе будут удалены PSI-USA Inc. из регистра?
10) Why InternetX GmbH. (PSI-USA Inc.) want to delete domains, which
have registration more then till 2010 year with other registar and was
transfered to him?

11) Does it mean that ICANN allow such way of fraud and wouldnt
prohibit it in the future?
Danger of this precedence is that any register can introduce as
reseller, then try to get double price for domains.
Please answer on this questions, investigate this situation.

We are very sorry for the situation, that you have made a huge prepayment with
our former reseller Reg24.
Unfortunately we reveice email from a lot of his clients who have also made a
prepayment with him.
But Reg24 did not pay any invoices with us. He used Credit Card payment with
us which he did not.
Therefore InterNetX has registered the domains for Reg24, trusting that we
will receive the money.
If you have doubts or questions on the process, you are free to contact the
ICANN.
Some of the Reg24 clients have already contacted the ICANN organisation and
they where informed that InterNetX is a trustful partner of the ICANN since 10
years.
We are very sorry that you have lost money, but we are in the same situation.
We can offer you to open a reseller account with InterNetX directly and
therefore avoid to be cheated by an untrustfull reseller like Reg24. But we
have to ask you to pay for the domains, as they are still unpaid.
You can start a law case, but as InterNetX is free of guilt, you will not have
success. We recommend all clients from Reg24 to start a law case against Reg24
as he is the one to blame.

you as good as I can.

В ответ им было отправлено письмо с вопросами, на которые им предложено ответить, а также сообщено, что данное письмо будет отослано в ИКАНН, FTC, FBI, ICPEN и германскую полицию.

Ключевым моментов в ответе InternetX является фраза:

Получается, что они поверили своему контрагенту и зарегали домены без получения оплаты в надежде получить платежи. Так теперь и денег надо требовать с реселлера, а не с ендюзеров!
Ща попробую сочинить письмо в ICANN с данным вопросом. Почему регистратор облажался и пытается теперь решить свои проблемы за наш счет??

Регистратор прав, он не получил деньги вот и удаляет домены. Ищите своего реселлера.
Общий пипец.. очень не хочется удаления доменов, писал регистратору просьбу о переносе в нормальную панель с оплатой за продление. 4 дня прошло молчок.

Полностью согласен! Это просчет/прокол/лоховство/безответственность/далее_как_еще_нравится регистратора, который принял на себя эти риски. Риски оказать услугу (зарегать домен) не получив оплаты. А теперь он свои риски перекладывает на нас.
это сговор, ты фбр отписывал уже? отпишите кто может в фбр еще, там за развод в 100000+ с радостью возьмутся
