Именно так. Потому что пойди найди этого клиента, а хостер вот он - с оборудованием, офисом, сотрудниками.
Есть несколько типов претензий. Например Генпрокуратура пишет письмо в РКН и просит заблокировать айпи адрес. Это одно. Другое например решение суда по которому блочится урл (но к нему заботливо прикладывают айпи адрес). Решение направляют в РКН, РКН берёт под козырёк и исполняет (пишет письмо владельцу сайта, хостеру, дата центру и т.п.) При отсутствии ответа в 3-х дневный срок - блочится и урл и айпи (у тех провайдеров, которые не умеют DPI). Когда нарушение устранено - РКН убирает из реестра.
Но когда дело об авторском праве, процедура другая: правообладатель подаёт в Мосгорсуд и в порядке обеспечительных мер Мосгорсуд принимает решение заблокировать доступ к урлу немедленно. Смотрящим за исполнением назначен РКН. Ну и РКН включает в реестр этот самый урл. Иногда они пишут о блокировке хостеру, а иногда и нет.
Госпошлину для подачи заявления в суд правообладателю должны компенсировать. Кто? Теоретически клиент, а по факту - хостер. По уже указанным выше причинам. Если это киносайты и там пачки урлов, то теоретически хостер может попасть вовсе не только на один раз 6000 рублей, а столько раз, сколько ему решений вынесут по урлам. Но на практике пока всё работает в щадящем режиме.
PS. Из опыта развитых демократий. К примеру Cogent в США со своих пользователей (дата центров, колокаторов) вроде как стал брать по 20$ за каждую абузу. 10 абуз в месяц - 200$ баксов изволь заплатить.

А причём тут вымогательство хостера? Правообладатели уплачивают госпошлину и подают в суд, а затем по решению суда (а оно однозначное и явно не в вашу пользу) РКН блокирует айпи адрес хостера. И во всём этом виноват хостер, а не вы? Да ещё и вымогателем его обозвали.
Другое дело, что не со всеми так, обычно ограничиваются досудебным уведомлением, через РКН пишут о том, что надо удалить и люди удаляют на чём вопрос и решается.
Но закон такой есть и правообладатели им пользуются. Выборочно, но так ведь у нас везде и всюду и по любым основаниям.
