А вот ответ мне пришел, после запроса в live support:

Thank you for contacting Google AdWords Chat Support. Following our

conversation regarding the issue of your not being able to enter a Visa

card as your backup card, I consulted our Billing team. I've heard from

them now, and below, I've given the necessary updates.

Vyacheslav, you were right, and we have recently made changes to our

payments system. Please check the available forms of payment for your

selected currency and/or billing address in the link below:

https://adwords.google.com/select/AfpoFinder?currency=USD&country=RU

Please note that your existing form of payment may no longer be supported.

If this is the case and you cannot re-enter you payment details or edit

your billing address and information, you will have to create a new

account. We appreciate your cooperation and apologize for any confusion

that you may have experienced so far.

I would also suggest directly to our Russian AdWords Support

(adwords-ru@google.com) as they will have more information regarding this

change, and what it means for you. You may write to them in Russian or in

English.

И это при том, что я также Visa как backup добавить не могу. А вот с существующей primary MC вчера нормально оплатилось.
