No. It's mean that the file is a plain certificate file, without embedded private key. So, you should write to the person where you have ordered the certificate and demand missing key file. Your certificate files are useless without private key file.
If the file хххххх_ru.crt doesn't contain the string "-----BEGIN PRIVATE KEY-----" - you have missed the key.
