They may have a dedicated server for mysql, check:
netstat -an | grep 3306
Wrap your js code with:
<script>$(function() {YOUR OLD CODE});</script>
It's needed because a DOM tree may not be ready at the moment when script is executing.

The Sqlite handles data in utf-8 or utf-16 encoding. No need to do something with database. May be you needed to set up PHP correctly for utf-8 / utf-16 support or setlocale.
What encoding the database is currently using?

If you already have sqlite, just install sqlite3 alone:
apt-get install sqlite3
You should have both sqlite and sqlite3 binaries installed. Then execute them via ssh shell, not php.
