Узнавал насчет трансфер блока и денег на счету. Ответили:

Т.е. новорегам <60 дней дадут пройти трансфер-блок и перенести.
Оставшиеся деньги на балансе вроде как отправили плательщику. Пока денег не приходило.
Насчет того будут ли доступны сайты на этих доменах не ответили. Написал повторно отдельно этот вопрос.
Ответили насчет доступности доменов:
For your convenience, such domains will not be suspended after March 22, 2022. We will allow you to prepare these domains for the transfer and move them out of our company after the mentioned date.The domains will be working after March 22, 2022 if the websites of these domains do not contain any propaganda content.
