Хостинг ограничил количество запросов до 3600 в час для Вашего MySQL-пользователя.
Вероятнее всего это есть в договоре.

3600 в час - это ужасно, как в принципе вообще лимиты на количество запросов. Некоторые хостинги просто еще не поняли, что нагрузку создают в основном "качеством" проектирования таблиц без ключей, а не количеством запросов. 🤣

Получается при переходе на хостинг написано "не ограничено", а теперь 3600? Весело))

На одном из MySQL-серверов вероятней всего нет поддержки кодировки utf8mb4.

А еще лучше поискать в Xenforo ошибку по которой ему не удается изменить кодировку соединения.
Та ошибка, что вы показали не включает в себя ответ сервера баз данных.

После подключения скрипта к базе данных и ошибки, вообще не удается ее открыть. Вот, что выходит при попытки перейти в phpMyAdmin:
