Это по умолчанию. Но можно завести другого пользователя, назначить ему админские права, в базе поменять ID, а admin сделать подписчиком или вообще без прав.
Про возврат денег ничего не ответили (я так понимаю до конца периода оплаты не отключат, но все таки начал перенос). А вот по поводу что из за национализма - отрицают, ссылаются на сложности KYC
