Forum hasn't "English" section yet. The best way to get answer is to write your questions in Russian. For translation you can use Google-translator and type simple sentences: Google translates quite good while you keep your sentences plain and simple.

Well... the best way according to Yandex is making site most useful for users (in comparsion to your competitiors). Some people don't believe it (i believe their doubt has a point (from my expirience)).

What this "some" people actually saying is that "Yandex is just making a PR out of is't mission and actually making sites useful is in fact useless for ranking today".

Instead you should... well... use your brain, make experiments or whatever... the point is - they don't really telling other people what you should do. At least publicly:)))
