помогите настроить apache cgi-bin директорию

никак не получается, перечитал кучу мануалов

в httpd.conf

<Directory />

    Options Includes Indexes FollowSymLinks

    AllowOverride All

    Order deny,allow

    Allow from all

    Satisfy all

</Directory>

<Directory "Z:/home/site/cgi-bin">

  Options ExecCGI

пытаюсь запустить скрипт http://site/cgi-bin/board/board.pl

пишет Forbidden, в errror_log - Options FollowSymLinks or SymLinksIfOwnerMatch is off which implies that RewriteRule directive is forbidden: Z:/home/site/cgi-bin/board/board.pl
