Парсер Твиттера, проблема с кодировкой

Хочу применить на сайте парсер твиттера, сайт в win-1251, а парсер выдает в utf-8

Соответственно на сайте не очень читабельно все получается.

Есть ли какая-то функция на php чтоб менять кодировку "на-лету" ?

решено, в конце добавил

		$output = iconv( 'UTF-8', 'windows-1251', $output );

		return $output;

только показывает не все до конца
