Из 1 коммента. Какие-то проблемы с кодировкой.

Написано что кодировка определенная в header (cp1251) отличается от той, что используется в <meta> элементе (windows-1251). И для валидации будет использована кодировка cp1251.

А дальше написано, что обнаружены редкие либо неизвестные ранее символы.

Эта ошибка может появляться когда валидатор получает пустой документ. Пожалуйста убедитесь что документ, который вы загрузили не пустой, и сообщите о любых расхождениях(что-то типо такого)..

Перепроверь все теги, закрывающие и открывающие скобочки...Line 1, Column 1: end of document in prolog.. Строчка 1, Колонка 1 - конец документа в прологе. :)) посмотри, что там за конец :))

1. как уже сказал Stanislove, проблема с кодировкой, а именно документ сохранен очевидно как utf а в мета написано cp1251

2. пробегись по документу где-то ты пропустил закрывающий тэг и не отрыл/закрыл тэг как надо по стандарту. Лучше сразу учитесь верстать с доктайпом имеющим стрикт в своих условиях!
